Place the onion, garlic, pepper, parsley, cilantro and lemon juice into a food processor and pulse.
Using a potato masher, mash the chickpeas. Add the mashed chickpeas to the food processor, sprinkle in the dried coriander, cumin, salt, baking powder and flour. Pulse until a fine mixture forms.
Use your hands to roll the mixture into equal sized balls and fry in oil until golden brown.
Serve in salad or in a wrap.
